Our programmes

As the leader in safety training in the industry, HKIC offers courses which uphold the mottos of the Construction Industry Council: “Life First, Say No To Danger” and “Everyone is accountable to construction site safety”. Various courses of HKIC have included coverage of the Smart Site Safety System in recent years. The mode of instruction has been renewed by introducing in-class teaching at the Safety Experience Training Centre. HKIC has introduced virtual reality (VR) technology to enhance teaching efficiency. The real-time VR platform allows students to experience the best operation at a simulated worksite in an indoor environment. The immersive teaching will reduce the industrial accidents by reinforcing students’ familiarity with safety training and increasing their awareness for professional safety on construction sites.

HKIC Launches Subsidy Scheme to Promote Safety Training in Non-Public Works Projects

The Office of The Ombudsman published the Direct Investigation Report on the Government's Regulation of Occupational Safety and Health in the Construction Industry in April 2025, which highlighted deficiencies in safety training for site personnel, including workers and supervisors, in non-public works projects (including private construction projects). In contrast, public works projects have consistently achieved significantly better safety performance, with lower accident and casualty rates than the industry average. This success is largely attributable to their comprehensive and rigorous safety education and training requirements.

In view of this, the Hong Kong Institute of Construction (HKIC) is launching the Non-Public Works Safety Training Promotion Scheme, a four-year subsidy programme aimed at extending safety training opportunities to personnel working on non-public works projects. The Scheme seeks to enhance occupational safety and health standards across the construction industry by providing course fee subsidies and incentive allowances, encouraging more practitioners engaged in non-public works projects to undertake safety training.

The Scheme covers the following three core safety training programmes promoted and coordinated by HKIC:

Certificate of Safety Training for Site Management Staff
Certificate for Construction Safety Supervisors
Safety Training Course for Construction Workers of Specified Trade (AS1 to AS14)

HKIC believes that this subsidy scheme will encourage greater participation in safety training among practitioners involved in non-public works projects and help extend the successful safety training practices adopted in public works projects across the wider construction industry, thereby fostering a safer and healthier working environment for all.

(Note: Non-public works projects refer to construction projects other than those undertaken by the Architectural Services Department, Civil Engineering and Development Department, Drainage Services Department, Electrical and Mechanical Services Department, Highways Department, and Water Supplies Department.)

Digitalization of Safety Training Courses Application

For Your Attention Please:

The Hong Kong Institute of Construction is now promoting course application digitalization. From January 1, 2025, the Safety Training Centre only accepts applications through the Online Program Application System (OPAS). Applicants are able to check electronic receipts, applicaiton and admission guidelines and instructions on OPAS.

The provision of paper forms will no longer be available from November 30, 2024. Duty staff at the reception counter no longer provide printed receipts and admission letters.

From January 1, 2025, application forms submitted other than OPAS, such as email, fax and mail (subject to post office stamp date) will automatically become invalid.

Safety Training Courses

Application procedures

Applicants can now enter the online registration system as an individual and check the current class dates (and locations) anytime and anywhere. There is no need to register in person at the Council or the College. Each applicant who completes the registration process will automatically create a personal account to facilitate future enrollment in courses at the Hong Kong Institute of Construction.

If you wish to register for courses in person at the Kwai Chung campus of the Hong Kong Institute of Construction or the Construction Industry Council Service Center, please bring your identity card and supporting documents required for admission. Please upload the electronic copy of payment receipt to the online registration system.

Institutional representatives please email STC@hkic.edu.hk to inquire about relevant course registration arrangements.

Please note: Applications for certificate courses and individual re-certification courses must be reviewed and approved first, and tuition fees must be paid after the review is completed.

Payment method

Starting from January 1, 2025, only application forms submitted through the online application system will be accepted. Please complete the information online and upload the supporting documents required for individual courses, and complete the online payment within 48 hours.

If you cannot complete the online payment, please go to the Safety Training Center of the Kwai Chung Campus of the Hong Kong Institute of Construction or the Construction Industry Council Service Center in person during office hours to complete the payment procedure.

Arrangements after application is completed

The online system status shows "Successful Payment", which means that the course you registered for has reserved a seat.

Applicants will receive SMS notifications on their application status updates. Please log in to your personal account in the online registration system to check your registration status and class schedule.

Silver card, green card (safety card), confined space, gas welding courses:

If necessary, you can reschedule through the online registration system 7 working days before the start of the course. If you are unable to attend due to any unexpected incident within 7 days before the class starts, please contact the Safety Training Center at 2100-9000 or email STC@hkic.edu.hk.

Classes may be changed due to unforeseen circumstances such as weather and venue without prior notice. Students are advised to pay attention to the latest class arrangements via mobile phone SMS 3 days before the start of class. Students are also required to log in to the online registration system again one day before the class starts to pay attention to the latest class location and related arrangements.

Certificate courses:

If necessary, you can reschedule through the online registration system one month before the start of the course. If you are unable to attend due to any unexpected incident within 1 month before the class starts, please contact the Safety Training Center at 2100-9000 or email STC@hkic.edu.hk.

Classes may be changed due to unforeseen circumstances such as weather and venue without prior notice. Students should pay attention to the latest class arrangements via email and online registration system 3 days before the class starts.

Course Application instructions

1. Please read the course introduction and relevant regulations carefully before registering, and pay attention to any relevant course changes on the Hong Kong Institute of Construction website

2. Applicants have now logged into the online registration system to register for designated courses and pay tuition. If you find that this is not the course you intend to enroll in, please return to the Hong Kong Institute of Construction website, check and enter the relevant course link to complete your enrollment.

3. Silver card, green card, sealed and gas welding courses: the class cannot be changed within 7 days before the start of the course; certificate courses: the class cannot be changed within 1 month before the start of the course

4. If the school quota is full, the online system will not display the class, nor will the class opening status be notified individually.

5. If there are any changes to the courses, they will be announced on the OPAS online system. Please log in to the website to check. The college will not make individual notifications.

6. The online registration status shows "Payment Completed", and the system will immediately confirm the relevant registration application.

7. Applicants must pay tuition within 48 hours after completing the review or submitting the application, otherwise the system will automatically cancel the relevant course application.

8. After paying online, the applicant can check the electronic receipt in the system. The college does not print/mail paper receipts for individual applicants.

9. Applicants must attend classes according to the date, time and location of the course they are enrolled in. The college will not notify you otherwise.

10. Places are allocated on a first-come, first-served basis.

11. Once your degree is confirmed, tuition fees must be paid regardless of whether you attend classes or not. If the student has not completed the payment, the College reserves the right to recover the relevant tuition fees and refuse the applicant or the institution to apply for any future courses at the College.

12. Tuition fees paid are non-refundable.

13. Tuition fees and places cannot be transferred to others. Once admitted, applicants are not allowed to use the tuition fees paid and places obtained to transfer to other courses.

14. The college reserves the right to change the class date, time and location. Students concerned should log in to the online registration system 1 day before class to pay attention to the latest class location and date without individual notification.

15. The college reserves the right to decide whether to accept an applicant’s application for admission.

16. For those who violate the student code of conduct, the Council has the right to terminate their classes and examinations, and the tuition fees paid will not be refunded.

How to reschedule

You can make changes by yourself through the online application system (OPAS) at the specified time* before the course starts. There is no limit to the number of changes and the fee is free.

If you are unable to attend any course within the specified time* before the course starts, or require rescheduling due to unforeseen circumstances, please contact us by email at STC@hkic.edu.hk to follow up on future arrangements, otherwise it will be treated as an unexcused absence .

*Specified deadline for rescheduling:

Silver card, green card, airtight, gas welding courses: the class cannot be changed within 7 days before the start of the course

Certificate courses: Classes cannot be changed within 1 month before the start of the course

Visual and Audio Recording

Refer to Approval Conditions for Operating Mandatory Safety Training Courses (Part I – Operation Code) Item 9.25 & 11.25 from Labour Department in HK, HKIC require to make visual and audio recording for the written examinations (including distribution and marking of examination papers in the examination venue) & practical examinations. Detail as below:

9.25 A TCP should make visual and audio recording for the written examinations (including distribution and marking of examination papers in the examination venue) and the practical examinations stipulated in section 11.5. The recording should be clear. It should be able to identify the name, time and venue of the course, and capture the activities of all trainees, the examiner, the invigilator and other people present at the examination venue. The recording must be continuous for each of these activities and no editing of the recording is allowed. From the recording, each of these activities should be clearly seen and the examiner’s and the invigilator’s words should be clearly heard.

11.5 Where hands-on practices and / or practical examinations on the use of the following personal protective equipment and continuous air monitoring equipment are required for an MST course run by a TCP, the TCP should make visual and audio recording of individual trainees conducting the hands-on practices and / or practical examinations:

i. safety harness with lifeline and fall arresting device;

ii. approved breathing apparatus;

iii. continuous air monitoring equipment
