ITCTS

It follows "First-hire-then-train" approach. Trainees are first employed by the employer, then they will receive initial training provided by the Hong Kong Institute of Construction (HKIC). After the initial training, trainees will undergo on-site training provided by the employer. At the end of training, trainees are required to take the relevant Intermediate Trade Test (ITT) / Certification Test / Completion Test provided by the CIC.

Collaborated with CIC/HKIC, Training Bodies provide training courses which cover theory and practice with safety measures, equipment, tools, and materials of the related trades so as to enhance technical skills of trainees from registered general workers to registered semi-skilled workers by acquiring semi-skilled workers’ qualification.

ITCTS

a. Aged 18 or above; and

b. Hong Kong residents and have permit to work in Hong Kong; and

c. For those who have not taken Full-time Short Course/Enhanced Construction Manpower Training Scheme (ECMTS) offered by Construction Industry Council (CIC) or Hong Kong Institute of Construction (HKIC); or other full-time training courses offered by CIC or HKIC or other training bodies funded by CIC or HKIC within one year; or HKIC's Technician programmes within two years; and

d. For those who have not registered as registered semi-skilled workers or registered skilled workers of any trade under Construction Workers Registration Ordinance; and

e. For those who are employed and recommended by the employers.

a. Eligible employees in Hong Kong (i.e. persons legally residing in Hong Kong who are free to be employed or work without conditions, including Hong Kong permanent residents and new arrivals); and

b. Registered general workers; and

c. At least 1 year relevant working experience (verified by the training bodies); and

d. Has not registered as registered semi-skilled workers or registered skilled workers of any trade under Construction Workers Registration Ordinance.  However, those registered as registered skilled workers for <Construction Goods Vehicle Driver or their sub-categories> (C349a, C349b, C349c, C349d) and registered skilled workers for <Sub-categories of Plant and Equipment Operators> ((Plant and Equipment Operator (Suspended Working Platform)) C357, (Builder’s Lift Operator) C332) are exempted ; and

e. Has not obtained the intermediate trade test certificate or trade test certificate qualification ; and

f. For those who have not taken the courses offered or funded by the CIC and HKIC over one year prior to application.

g. Being recommended by training bodies

 

ACMTS-SEC

Semi-skilled worker of the applied trade with at least 1 year post-qualification relevant working experience (counting from the issuance date of certificate); Except for "Paving Block Layer”, because there is no Intermediate Trade Test qualification, the academic qualification must have at least 3 years of relevant work experience; and

c. Has not taken the courses offered or funded by the CIC and HKIC over one year prior to application.

d. Working experience is verified by the employer/training bodies.

e. Being recommended by training bodies

* For "Paving Block Layer”, because there is no Intermediate Trade Test qualification, the academic qualification must have at least 3 years of relevant work experience.

ITCTS

Initial training of HKIC includes general knowledge and fundamental skill training, depends on work trade. General knowledge introduces the background of local construction industry, professional ethics and major work trades. The fundamental skill training introduces basic operation skills of relevant work trades. Trainees learn and practice relevant skill set during on-site training.

For most of the work trades (depends on work trades):

Initial Training: 2 weeks to 2 months

For work trades of Excavator Operator, Bulldozer Operator and Loader Operator:

Initial training: 5 days 

On-site training: 1 month to 2 months

Application of relevant course is required to be jointly submitted by CIC and employer to Labour Department and get Labour Department‘s approval before the class commences.

The tuition is free for trainees who are employed and recommended by participated employers. Trainee shall receive a subsidy of $10,200/month (in full attendance) during Initial Training, with the basis of 30 training days per month. The monthly salary paid by employers to trainees must not less than $13,400 during on-site training in accordance with both parties signed “Employment Contract”. A completion bonus subsidy will be provided to trainee who passes the Intermediate Trade Test (ITT) or Certification Test or Completion Test.

The tuition is free for trainees. A completion bonus subsidy will be provided to trainee who completes the course and passes the Intermediate Trade Test (ITT).

After trainee completes training, a one-off $10,000 trainee completion bonus subsidy will be directly provided to trainee who passes the Intermediate Trade Test (ITT) or Certification Test or Completion Test of relevant work trades and registers as a registered semi-skilled worker of the relevant trade under the “Construction Workers Registration Ordinance”.

A bonus of HK$7,000 will be provided to the trainees who achieve the specified attendance rate, pass the Intermediate Trade Test and register as registered semi-skilled workers of the relevant trade under the “Construction Workers Registration Ordinance”. An additional test passing bonus of HK$7,000 will be provided to trainees who are still working in the relevant work trades 3 months after graduation.

 

ACMTS-SEC

Trainee will receive a one-off $16,000 completion bonus after completing the course, passing the Trade Test qualification and registering as a registered skilled worker of the relevant trade under the “Construction Workers Registration Ordinance”.

Applicant cannot participate in the training scheme within one year

New Enhanced Training Support Measures - Unemployed or underemployed construction workers
The support measure for unemployed/underemployed workers applies to the following collaborative training schemes: • Intermediate Tradesman Collaborative Training Scheme (Skills Enhancement Courses). • Intermediate Tradesman Collaborative Training Scheme (Skills Enhancement Courses) Special Class of “Multi-Skilled” Training Course. • Advanced Construction Manpower Training Scheme - Pilot Scheme (Skills Enhancement Courses). • Advanced Construction Manpower Training Scheme - Pilot Scheme (Skills Enhancement Courses) Special Class of “Multi-Skilled” Training Course.
Applicants must meet all the following criteria: • Criteria 1: Construction Industry Worker: Within the 24 months prior to course enrolment, the applicant must have worked in the construction industry for at least six months, with each month having 15 or more days of employment. And one of the following: • Criteria 2: Definition of Unemployment: The applicant has actively sought construction-related employment in the past month but was unable to secure a job. • Criteria 3: Definition of Underemployment: The applicant was employed in construction-related work for two consecutive months prior to course enrolment, but averaged fewer than 15 working days per month.
Applicants who are unable to provide supporting documents may make a declarations or oaths/ affirmations at the Home Affairs Department using the relevant declaration or affidavit/ affirmation form. If the applicant does not meet the criteria under the new measure but fulfils the general admission requirements of the course, they may still enrol. However, they will not be entitled to waive the tuition fee or new bonus arrangements.
Applicants must submit the following documents to the respective training body: • Course Application Form. • New Measure Application Form • Relevant supporting documents. After verification by the training body, the application will be submitted to the Hong Kong Institute of Construction for approval.
Any one or more of the following documents may be submitted as proof: • Employment service records from the Labour Department, Construction Industry Council, or trade unions, or other documents/records proving that job-seeking has been sought. • Affidavit/Statutory Declaration. • Employment confirmation letter issued by a company. • MPF (Mandatory Provident Fund) contribution records. • Other documents that sufficiently prove employment or unemployment status.
Applicants who enrolled in the courses applicable to the new measures on or after 1 September 2025 and can provide the required supporting documents may still apply for the bonus arrangements under new measures.
“Multi-Skilled” training courses: • Intermediate Tradesman Collaborative Training Scheme (Skills Enhancement Courses): o Current: Tuition fee HK$4,500, no completion bonus is provided. o For eligible applicants under new measure: Tuition fee waived, one-off completion bonus of HK$10,000 will be provided. • Advanced Construction Manpower Training Scheme - Pilot Scheme (Skills Enhancement Courses): o Current: Tuition fee HK$4,500, no completion bonus is provided. o For eligible applicants under new measure: Tuition fee waived, one-off completion bonus of HK$19,000 will be provided. New Enhanced Training Support Measures - Workers Engaged in External Wall Maintenance Works
The Assistance Measures for Workers Engaged in External Wall Maintenance Works apply to the following cooperative training programmes administered by the Hong Kong Institute of Construction (HKIC):  Intermediate Tradesman Collaborative Training Scheme (Skills Enhancement Course);  Intermediate Tradesman Collaborative Training Scheme (Skills Enhancement Course) – Multi‑skills Special Class;  Advanced Trade Training Scheme – Pilot Programme (Skills Enhancement Course);  Advanced Trade Training Scheme – Pilot Programme (Skills Enhancement Course) – Multi‑skills Special Class.
Applicants must have participated in external wall maintenance works starting from 2024 (including trades such as Plumber, Window Frame Installer, Painter and Decorator, Plasterer, and Bamboo Scaffolder etc.).
Yes. Applicants may provide details regarding the nature of their work performed on scaffolds to the training bodies during registration. The training bodies will conduct a preliminary assessment of the validity of the application before submitting it to the HKIC for approval.
Yes. If the maintenance works in which the applicant participated required workers to record attendance via Construction Workers Registration Card, the applicant may identify the relevant project or directly present the corresponding access records.
If the applicant is unable to produce supporting documentation, he or she may make a statutory declaration at a Home Affairs Enquiry Centre and submit a duly signed declaration or affidavit as evidence. Applicants who do not meet the new eligibility criteria may still apply for admission under the general entry requirements; nevertheless, they will not be entitled to tuition fee waivers or the new subsidy provisions.
Applications must be submitted through the respective training bodies together with the following documents: 1. Course Application Form. 2. Application Form for the New Measures. 3. Relevant supporting documents. The training bodies will verify the submitted information and forward the application to HKIC for assessment and approval.
Supporting evidence may include, but is not limited to, the following: - Construction Workers Registration System Attendance Records showing participation in external wall-related maintenance works. - Statutory declaration or affidavit. - Employment certification issued by an employer. - Mandatory Provident Fund (MPF) contribution records. - Other valid documents proving employment, unemployment, or underemployment status.

General speaking, the applicant may consider the following options: a) Intermediate Tradesman Collaborative Training Scheme (Skills Enhancement Course) – Multi‑skills Special Class – to acquire a qualification in another intermediate trade; or b) Advanced Trade Training Scheme – Pilot Programme (Skills Enhancement Course) – to obtain a senior‑level qualification within the same trade; or c) Advanced Trade Training Scheme – Pilot Programme (Skills Enhancement Course) – Multi‑skills Special Class – to obtain another senior-level qualification if applicants possess three years of work experience in the trade they intend to enroll in.
Applicant may consider: a) Intermediate Tradesman Collaborative Training Scheme (Skills Enhancement Course) – Multi‑skills Special Class – to acquire an additional intermediate qualification; or b) Advanced Trade Training Scheme – Pilot Programme (Skills Enhancement Course) – Multi‑skills Special Class – to obtain another senior‑level qualification if applicants possess three years of work experience in the trade they intend to enroll in.
Upon verification, the training body will forward the application to HKIC. HKIC will review and notify the training body of the result within approximately 15 working days. Applicants should contact the relevant training body directly for updates.
